Ethiopia’s Oromo people made headlines around the world when peaceful protests turned violent against government land use changes, prompting a state of emergency.

Now Oromo voices are being heard thanks to an entity more often associated with boosting tourism than governance — UNESCO.

Ethiopians rejoiced when the traditional Oromo governance system, known as Gada, was inscribed on UNESCO’s list of intangible cultural heritage of humanity. The announcement was made during the 11th session of UNESCO’s Intergovernmental Committee for the Safeguarding of Intangible Cultural Heritage, held in Ethiopia.

UNESCO, the United Nations Educational, Scientific and Cultural Organisation, is a special agency of the U.N. created to build the defenses of peace in the minds of men.

Built over generations, the traditional Oromo Gada governance system contains regulatory measures for conflict resolution, questions of religion and women’s rights.

“In contrast to the modus operandi employed by the current, authoritarian government, the Gada form of governance contains provisions guaranteeing an effective system of ‘checks and balances,’ the separation of powers and an institutionalized opposition – all of which provides safeguards against totalitarianism and a governmental abuse of power,” according to the U.N.

When UNESCO announced it was listing the Gada system as an intangible cultural heritage, Ethiopians rejoiced, the Ethiopian Herald reported. Sara Dubee, head of the West Arsi Culture and Tourism Office, said the Oromo people have been subjected to marginalization and subjugation during the former regimes. “The day is special to me and the people of Oromo. The day is a most awaited one in the history of Oromo. Oromo people have paid all the sacrifice to see the day.”

Gada has some features that differ from western democracies, according to Waltainfo. One is the distribution of power. Researchers say western democracies are deficient in distributing power. Those in power control most of the authority and wealth of the country. The young, poor and the elders are politically and economically marginalized in Western democracies.

The Oromo make up about 35 percent of Ethiopia’s population, which now exceeds 102 million, according to Worldometers.

Ethiopia already has eight cultural and one natural site designated as UNESCO World Heritage Sites — the most of any African country. Morocco has the second highest.

The Gada system developed from knowledge gained by community experience over generations, UNESCO wrote on its website, according to Waltoinfo.com. Gada is practiced in Northern Kenya as well as Ethiopia.

The system serves as a mechanism for enforcing moral conduct, building social cohesion, and expressing forms of community culture.

In addition to distribution of power, another distinctive Gada feature that sets it apart from Western democracy is a testing period for elected leaders. Researchers say Gada believes in rigorous practical testing of candidates before they assume office, unlike western democracy, which relies almost exclusively on election.

Even though the Gada system is considered an intangible heritage, Ethiopians say the UNESCO designation will stimulate tourism.

“The Oromo people have sustained their authenticity for so long. We believe the values attached to the Gada system deserve to be safeguarded, nurtured, shared and spread across the world,” said Hirut Woldemariam, culture and tourism minster, Ethiopian Herald reported.

People can learn from the system, said Lemma Megerssa, Oromia state chief. “The adoption would increase our responsibility of safeguarding and promoting the convention, the system would be a center of tourist attraction.”

Oromo artist Mohammed Tawil said, “Our forefathers should be honored for their priceless endeavors in handing over the culture and identity of the system.”

“The Gada System is the true manifestation of the identity of the Oromo people,” Oromo artist Tadele Gemechu told the Ethioian Herald. “We should preserve it. UNESCO’s inscription could overturn the business-as-usual way of handing the values of the heritage. The government and research institutions should look ways how to bolster and promote the assets of (gada) system.”

The Oromo people have suffered a lot, said Atsede Kadire. “The Oromos have original and unique heritages that could take into account the whole form of life. The Gada system is one of the heritages that binds all. Gada system could be one of the bases for modern democracy.”

The UNESCO designation is a milestone and “a huge step to beef up our tourism industry because the world will come to learn about the Gada system from the community,” Kadire told Ethiopian Herald.

Ethiopia’s UNESCO World Heritage Sites and dates of designation include the following:

  • Aksum (1980)
  • Fasil Ghebbi, Gondar Region (1979)
  • Harar Jugol, the Fortified Historic Town (2006
  • Konso Cultural Landscape (2011)
  • Lower Valley of the Awash (1980)
  • Lower Valley of the Omo (1980)
  • Rock-Hewn Churches, Lalibela (1978)
  • Tiya (1980)
  • Simien National Park (1978)

Here’s what UNESCO had to say about the Gada system, according to Waltoinfo.com:

Gada is organized into five classes with one of these functioning as the ruling class consisting of a chairperson, officials and an assembly. Each class progresses through a series of grades before it can function in authority with the leadership changing on a rotational basis every eight years.

Class membership is open to men, whose fathers are already members, while women are consulted for decision-making on protecting women’s rights. The classes are taught by oral historians covering history, laws, rituals, time reckoning, cosmology, myths, rules of conduct, and the function of the Gada system.

Meetings and ceremonies take place under a sycamore tree (considered the Gada symbol) while major clans have established Gada centers and ceremonial spaces according to territory. Knowledge about the Gada system is transmitted to children in the home and at school.

Various sources indicated that the Gada system has the principles of checks and balances (through periodic succession of every eight years), and division of power (among executive, legislative, and judicial branches), balanced opposition (among five parties), and power sharing between higher and lower administrative organs to prevent power from falling into the hands of despots. Other principles of the system include balanced representation of all clans, lineages, regions and confederacies, accountability of leaders, the settlement of disputes through reconciliation, and the respect for basic rights and liberties.

They consistency lies, and posses the culture of denials, hypocrsy, nepotism, fabrications used to erect false edifices that must maintain at all costs till they cought red handed, captured and brought to justice or killed. Power for the tyarnt is a license to corruption, killing, torturing, incarcerating, burning, looting and lust for wealth. Tyrants held power by armed supression, grisly combination of maschine-gun and mysticism on down-trodden populations.   

 

They  generally moves with four M’s (Motivations, Muscles or Maschine-guns, Murder and Mysticism) in their lifetime. Their primary motivation sets on lust to acquire wealth, chauvinism, cynicism, greediness, and selfishness. To achieve their goal they implementes a grisly  combination of muscle; machine-gun in holding, maintaining  and clinging into  political power as the main means to achieve their goal and solutions  for ever challenges they face.

 

A year after the  current regime led by Meles, the architect and the brain of the TPLF–gangster clan took power planned, calculated and systematically implemented Stalin style of power-holding and maintaining. The regime began the process of elimination of  the genuine political parties and their  political leaders with whom they drafted the charter of transition after the collapse of the military junta in 1991.

 

The regime began in overt and in covert operations against them, began targeted killing,  jailing in mass, hunting closed all offices, facilites, pludrerd  their properties and forced to exile. The overt and covert elimination was  ordered against formidable political forces, personals and institutions and systematically and cold-blooded killings followed all form atrocities committed  against their sympathizers, business mean artists, e.t.c. people from all sphere of life, indiscriminately, who said no to the tyrant WAYANE hegemony.

The regime operated and still do operates under the masks of Federalism, Democracy, Terrorism, Development, e.t.c., as a client stuck with the political west, mentored,  financed, blessed as “good guys” by the same people who tells us today that  the regimes stakeholders belongs to one clan, the very minority and tell us the statistics.

 

During his Stalinist-style of power consolidation and maintenance, the regime conducted the act of genocide, in Oromia, Ogaden, Gambel, the lists go on, and evicted millions of the  indigenous people from the ancestral soil,  incarceration  in  one of the poorest barbaric, predatory empire in the horn of  Africa ruled  iron-fisted until his death  in the year 2012.

Today while we thank our Heroes and Heroines of our people who sacrificed their life to preserve our culture and tradition that went through planned, calculated  and implemented wars and waged to wipe out Oromummaa:, the Gada-Seeqqee System:the unique primordial pure African culture and holidays like Irrecha, the apex of  Oromo cultural celebration  among many others.

 

Oromummaa went through extremely genocide and ethnocide for centuries by aliens of the north, the Habeshas /Abyssinia to the very date. Never theless, whatever vilification was done and still do, It survived. Now more than every, our culture is found in renaissance (the revival of of anything which has longbeen in decay or  extent), in the position of flowering, in each and every angle of Oromia and no one on the planet reverses it and  furthermore gained global reckon. Let the pictures of Hora Sadii speak for itself.

 

Irreesa as the apex of  the holidays of thanksgiving to Waaqa to all Oromo people, the  Omnipotent, the creator of the universe according to Oromo philosophy, and Worldview. Irreessa  has been celebrated two times annually, in Birraa (Spring) and Arfaasaa /Afraasa (Autumn) seasons before it suffered extreme ethnocide since the Occupation of Oromia. Irreessa a signature of the  identity of the Oromo people (Orommumaa/ Oromonesss) part and parcel of the complex  unique egalitarian system of Gada-Seeqee System of Oromos in the horn of  Africa.

 

The  Oromos celebrate their symbolical rituals of their Irrecha in the open air around their Waaqas (God) given beautiful natural lakes (Hora), Malkaa (Streams), Mountains, Hills, e.t.c. Water is  primordial, a source and maintains of Life  in Oromo philosophy and mythology.  They prepare from one to the next Irrecha holiday  celebration and show up with their beautiful cultural dressings and symbolical  tools and express their personal and collective experiences of the past and their hopes for the future after the Rainy season (Gana) has passed.

 

Nothing is new, but there are new Ears!  

 

The Declaration of a state of emergency by TPLF tyrant regime: Today, while we thank the heroes and heroines who sacrificed their life for freedom and liberation with empty hand crossed and  to the technological advances of human endeavor, Internets, face books, youtubes, twitters, google etc, an era of flowering Oromo medias and  global medias like Aljazira,  the gruesome acts of the regime, at list can’t leave hidden to the world. “We don’t care if we get killed”

The Ethiopian government has declared a state of emergency in the country as it intensifies a crackdown on widespread anti-government protests born of frustration that’s been fomenting for decades. In the past two weeks alone, authorities have arrested thousands of protesters, overwhelmingly young people by some accounts.

In the unprecedented anti-government protests sweeping the country, this week alone has seen more than 2,600 people detained in the Oromia and Amhara regions, with 450 arrested in the capital Addis Ababa. Those detained include business owners who closed their shops and teachers who “abandoned their schools.” In June, Human Rights Watch reported that “tens of thousands” of protesters had been arrested since the unrest that began 11 months ago.

However, the number arrested is already likely much higher than the figure quoted by the government, according to Fisseha Tekle, the chief researcher for Amnesty International in Ethiopia. He told VICE News that arrests are ongoing and that the focus is on younger people.

“They must have some list, the security forces, because they are not arresting everyone, but they really target the youths, because it is the youths who have been protesting for the last year,” Tekle said. “They don’t arrest older people; students are the main target.”

The protests began last November, triggered by plans made by the government to extend the capital, Addis Ababa, into Oromia. That plan has since been shelved, but the protests have continued, with decades-old frustration and anger at the ruling Ethiopian People’s Revolutionary Democratic Front coalition coming to the surface.

“This coalition has been in power for 25 years now and a lot of people want to see something different,” Clementine de Montjoye, the head of advocacy atDefend Defenders, a group that protects human rights workers in Ethiopia, told VICE News.

Because the Ethiopian government limits the operations of human rights activists in the country, many are wary about speaking on the record. One source within a human rights group operating in Ethiopia, who spoke on the condition of anonymity, told VICE News that protesters had told them “we don’t have anything to lose anymore, we don’t care if we get killed.”

An Amnesty International report published this week says that in total 800 protesters have been killed by security forces in Ethiopia since these protests began last November.

The government declared a state of emergency on Oct. 9, giving them sweeping powers to crush any dissenting voices. They have also cut internet connectivity in most of the country — including the capital — for the last three weeks.

This has made it difficult to get accurate details of what is happening, especially outside of Addis. And even if a connection can be made, people are still afraid to talk. “People are suspicious because of online surveillance and also mobile phone surveillance, so people might not be [comfortable] talking over the phone about what is happening,” Tekle said.

VICE News contacted several activists on the ground in Ethiopia to talk about the current situation, but due to a combination of fear and lack of connectivity, we were unable to talk to them.

The declaration of a six-month state of emergency followed a high-profile incident at the beginning of the month when a stampede during Irreecha, an Oromo holiday festival, resulted in 55 people killed. As well as increasing the powers of the security forces in Ethiopia to arbitrarily arrest and detain people, the state of emergency aims to silence criticism of the regime. It is now illegal to contact those termed “outsiders” on social media like Twitter and Facebook. “The military command will take action on those watching and posting on these social media outlets,” Siraj Fegessa, Ethiopia’s minister for defense, said.

The UN High Commissioner for Human Rights has made two calls for access to conduct an international, independent, and impartial investigation into the alleged violations, both of which have been rejected by the Ethiopian government. The regime has also sought to limit the impact of human rights organizations in the country with the Charities and Societies Proclamation, which states that if you receive more than 10 percent of your funding from foreign sources, you can’t work on human rights issues in Ethiopia.

Tekle says that Amnesty is refraining from contacting the human rights workers left in the country to avoid revealing their location.

In a report to be launched late Thursday, Defend Defenders has documented at least 27 cases of journalists who have been charged with terrorism since the Anti-Terrorism Proclamation was enacted in 2009. “They have intimidated, arrested, chased away most of the independent media. So if people want to express their frustrations, the only way they have to do it is [by taking] to the streets,” de Montjoye said.

So why isn’t the West doing more to sanction the Ethiopian government?

One reason is Ethiopia’s strategic importance in Africa, helping stem the tide of migrants entering Europe and stopping the spread of Islamic extremism.

According to the European Union’s foreign affairs head Federica Mogherini, citing a report published this week, Ethiopia is among five key African countries that have achieved “better results” in the past four months as part of the EU’s efforts to better manage migration.

Ethiopia is also viewed as a strategic bulwark against the further spread of violent Islamic extremism in the horn of Africa, and it’s been the main military player in fighting the terrorist group al Shabaab in Somalia for years.

Ethiopia is a close ally of the U.S. and given that the political climate in neighbouring countries like Eritrea, Somalia, Sudan and Egypt is fairly shaky, keeping Ethiopia relatively stable is seen as key to preventing chaos in the region.

www.opride.com October 2, 2016 At least 250 feared dead in Bishoftu, Ethiopia, after police used tear gas and opened fire on people gathered to mark Irreechaa, the Oromo thanksgiving festival, according to activists and eyewitness reports. The Irreechaa holiday at #Hora_Arsadi, the crater lake near the site of Sunday’s massacre, is considered #The_biggest cultural and spiritual #celebration_in_Africa.

On this day, October 2, which will be entered into history books as the Irreechaa Massacre, the sacred grounds of Arsadi were littered with dead bodies, according to reports. The mass arrests began a day early. Tensions run high all day as military helicopters flew above the crowd at lower altitude, in what was seen as an effort to intimidate the gathering crowd. At the city entrances, security checkpoints stretched for hours as festival goers arrived from across Oromia. But despite the heavy security presence, Irreechaa goers still expected to partake in a peaceful celebration of the arrival of Birraa, as the holiday marks a seasonal change from dark and rainy winter months to a bountiful Spring.

But chaos, confusion and stampede broke out in the early afternoon when the youth booed the newly elected chairman of the ruling Oromo People’s Democratic Organization, OPDO, off the stage. The protests began as soon as the crowd filed into the malka, the river bank, close to the stage where politicians hoped to make political statements – statements that are often unheard and unheeded even on a “normal” year.

It’s clear that the youth were ready to make a statement of their own to the local officialdom – in an unusual in your face type of way. But their protests were peaceful. They crossed arms, forming an X, popularized by Oromo marathon runner Feyisa Lilesa, to say no to the killings, beatings and arrests. It is an incident like no other. A turning point for the 11-month old Oromo protests, a popular uprising against the Oromo people’s continued social, economic and political marginalization by the central government in Ethiopia.

Irreechaa has emerged at the most important event among the Oromo. It is officially a celebration of the bountiful harvest of Birra but a celebration of Oromummaa itself. It is the most unifying event for the Oromo, who constitute at least half of Ethiopia’s 100 million people.

This wasn’t an ordinary year for Oromo and for Ethiopians as a whole.#More_than 1,000 #people have been killed, mostly in Oromia, but also in the Amhara state in the last 11 months.
The colorful, cultural annual Ireechaa festivities, which attracts millions of people from across Ethiopia and around the world to the city of Bishoftu, some 40 kilometers south of the capital Addis Ababa, was the scene of a horrific massacre that has left hundreds of people dead and more wounded, according to witnesses and activists.

Since the start of this year’s celebrations, openly public displays of support for the ongoing Oromo national movement have seen protests and marches leave their mark on the gathering.
People chanted and sang resistance tunes as the fiercely anti regime sentiment that has gripped Oromo society throughout their nearly yearlong protest movement, could be felt throughout the city.

Yesterday, a heightened police presence was reported amid fears that the gathering could be used by festival attendees to exercise public expressions of outrage for the Ethiopian government’s heavy handed methods of handling the protests that a Human Rights Watch report released in June said resulted in the deaths of over four hundred unarmed demonstrators.

Today’s bloodshed appears to show that federal security forces haven’t reformed their approach in the wake of the report’s findings. At around noon, the Ireechaa procession was attacked by security forces, who reportedly fired lethal ammunition indiscriminately at thousands of festival goers.

Activists also speak of an aerial bombardment, which included the firing of live ammunition and tear gas by hovering aircraft at panicked groups of people. Countless were killed by the bullets while the carnage triggered a stampede which locals say resulted in more deaths and injuries.

Ethiopia`s Feyisa Lilesa marked his silver medal in the Olympic Games men`s marathon on Sunday by staging a dramatic protest against his country`s government, claiming his life could be in peril.

Lilesa, who was second to Kenyan favoutite Eliud Kipchoge, crossed his arms above his head as he finished the gruelling event as a protest against the Ethiopian government`s crackdown on political dissent.

“I have relatives in prison back home,” he said.

“If you talk about democracy they kill you. If I go back to Ethiopia maybe they will kill me, or put me in prison.

“It is very dangerous in my country. Maybe I have to go to another country. I was protesting for people everywhere who have no freedom.”

Human rights groups say that Ethiopian security forces have killed scores of people in recent weeks as authorities crack down on a wave of anti-government unrest in two key regions, central-western Oromia and Amhara in the north.

HARGEISA, 11 August 2015 (IRIN) – Qader and Abdi are two weeks into their journey. Carrying only one empty plastic water bottle each, flattened, with no liquid to return it to its cylindrical shape, the two men figure they will be walking for another month-and-a-half before they reach the sea. From there, they will take a smuggler boat the short distance to Yemen, where another 600-kilometre walk lies ahead before they may reach their final destination, Saudi Arabia.

The pair – members of Ethiopia’s largest ethnic group, the Oromo, which activists charge is systematically disenfranchised by the government – are walking along an uncrowded road connecting the capital of Somaliland, Hargeisa, to a northern port city. They walk because they cannot afford the roughly $150-200 that a series of smugglers would charge to take them from the Ethiopian border east through Somaliland to the port of Bosaso in the neighbouring semi-autonomous region of Puntland.

“We will walk until we become weak,” said 30-year-old Qader, who withheld his last name to protect his identity. He and his 19-year-old companion are dressed in dirtied long-sleeve shirts to shield them from the early morning sun, which will become unbearable by midday. They have made it this far off the good will of Somalilanders who offer them small change or meals as they pass.

There is a small risk they could be arrested so they veer off the paved road near checkpoints but quickly return so as not to lose their way. Although walking along roads in Somaliland – a self-declared nation that the international community still classifies as a region of Somalia – puts migrants like them at increased risk of robbery or assault, Somalilanders generally do not wish the duo ill will. Government officials have even been known to stop and provide food and drink to migrants despite their illegal status in the country.

When they reach Bosaso the help will likely come to an end and Qader and Abdi will have to pay. Unlike on land, which the destitute can traverse without charge as long as they can avoid arrest, the sea is only passable by ships operated by smugglers, who are more than happy to continue transporting people to war-torn Yemen for a fee.

Ever more dangerous journey

Migration to and through Yemen – historically the backdoor for migrants and asylum seekers from the Horn of Africa trying to reach Saudi Arabia – has always put people at risk of death and inhumane treatment. Last year, there were numerous drownings in the Gulf of Aden and Human Rights Watch released a report in 2014 documenting “torture camps” where smugglers held newcomers for ransom.

But a civil war, precipitated by the departure of Yemen’s internationally-recognised government and a Saudi Arabian-led bombing campaign to restore its legitimacy, has made an already perilous journey for migrants all the more death-defying.

“It’s very dangerous, and I cannot stress that enough,” said Teddy Leposky, an external relations officer for the UN’s refugee agency, UNHCR, in Yemen.

Not only has the war given smugglers license to act more ruthlessly than before, but also the ability of aid agencies to provide services to migrants and refugees has been severely compromised and the conflict’s violence has been indiscriminate. Five migrants were caught in shelling near the Saudi border in May and, at the end of March, a camp for displaced people camp was bombed, killing at least 45.

But as migrants and refugees know, the grinding poverty, political persecution or violence that typically push them out of the Horn of Africa, do not conveniently abate as wars break out in their path. So they continue to risk life and liberty and end up on Yemen’s shores. According to figures from UNHCR, more than 10,500 people have arrived in Yemen since March when the bombing campaign began. Although some of those might be part of the 51,000 who are now also leaving, as war in Yemen has created a circular flow in the region.

“I know it’s a high risk, but I will take it,” said Fila Aden, 24, in a café in Hargeisa. He is familiar with what lies ahead. This is the second time he left home in Ethiopia for work in oil-rich Saudi Arabia. Although he struggles to provide a precise timeline of events, he estimates he was deported from the kingdom about a month ago after working there for almost a year.

Hiding the risks

Some aid officials believe that boat smugglers in Bosaso and Djibouti (for the Red Sea route to Yemen) may be downplaying the conflict in Yemen or flat-out lying to clients about the dangers they have seen.

Fila Aden in Hargeisa doesn’t doubt smugglers are sugarcoating forecasts, but he thinks the conflict in Yemen might actually work to his advantage. He is reassured by news that one of his friends just traversed Yemen and slipped unnoticed across the border with Saudi.

“We worry about Yemen. We could be accused of fighting [for a certain side] in the conflict. People are more paranoid now,” he said. “But looking at it from the Saudi perspective, they aren’t concerned about us. They are fighting a war in Yemen.”

As long as those like Aden are willing to go, there is money to be made. Several sources said the smugglers had doubled their asking price in Bosaso, which pre-war ran from $60 to $120 for the sea crossing. Omar, who asked that a pseudonym be used, smuggles Ethiopians from the border into Somaliland. He is fairly new, joining the ranks of the illicit business just five months ago. But the job has proven lucrative. He saw a drop in numbers around the time war broke out in Yemen, but Ramadan (which straddled June and July this year) was profitable, suggesting an uptick in those still willing to go to Yemen.

“People know damn well that they are taking a risk,” he said, when IRIN asked if smugglers were taking advantage of the war and luring clients under false pretenses. But he said smugglers too were taking extra risks, and more and more fearful of arrest. “I feel bad sometimes but what can I do? I have to make a living.”

No refuge any more

While Omar continues to facilitate a migrant march east, deteriorating conditions in Yemen have destroyed a refuge that many once sought.

Abdulqader Ahmed, a 17-year-old Ethiopian migrant, arrived in Yemen in March from Djibouti right as street battles began to erupt in the southern port city of Aden. He made his way to the UN-sponsored al-Kharaz camp nearby, too afraid to begin his journey north to Saudi Arabia. He watched as the camp ran short of food and water, with aid agencies unable to get supplies in. Finally, he managed to secure passage on a ship that evacuated him to Somaliland.

At a migrant response center in Hargeisa, where he was waiting to be repatriated back to Ethiopia, Ahmed said the war in Yemen had helped him reach the realisation that his goal of getting to Saudi Arabia would likely cost him his life. He now intends to return to farming with his father in Ethiopia, even though it will be almost impossible to earn a living.

For UNHCR’s Leposky, Yemen’s collapse is particularly concerning because of the country’s history of opening its borders to refugees and asylum seekers. He told IRIN that those arriving now in Yemen are making the costly journey across the see only to find themselves in a similar situation, if not worse.

“It’s so unfortunate that a country that has provided protection and asylum to people for so many years is now in dire straits.”
